Phyllis Deeb is a 1978 graduate of the University of Louisville School of Law in Louisville, Kentucky. After being admitted to the Kentucky State Bar Association in 1979, she was admitted to practice in the U.S. Federal Court in 1979, the U.S. District Court Eastern District of Kentucky in 1988, the U.S. District Court Western District of Kentucky in 1980, and the Court of Appeals 6th Circuit in 1992.
